Immigration is an area of concurrent jurisdiction between federal and provincial governments under the Constitution Act, 1867. As such, partnership, collaboration and shared responsibility between federal, provincial and territorial (FPT) governments is essential to the success of Canada’s immigration system.

Under the FPT Strategic Plan for Immigration 2024-2027 (SPI), Canada’s Immigration Ministers establish a vision for immigration to Canada and a mission for the Forum of Ministers Responsible for Immigration (FMRI). It articulates a co-ordinated strategic plan with the goal of a flexible, timely, and effective immigration system that strengthens the positive economic and social benefits of immigration in all parts of Canada. 

The renewed Strategic Plan for Immigration builds on key accomplishments of the FPT Strategic Plan for Immigration 2020-2023, with FPT governments continuing to collaborate on the fundamental pillars of the immigration system: levels planning, economic immigration, and settlement and integration. The FPT SPI 2024-2027 focuses specifically on the collaborative role of FPT governments, with guidance and support from Deputy Ministers, Assistant Deputy Minister, Directors, and permanent and project-specific Working Groups, in shaping and managing multilateral immigration priorities under the direction of the FMRI.
